Private ITI stakeholders March at Jantar Mantar under FOAII banner, raise 15 key demands including restoration of third shift

New Delhi : Under the banner of the Federation of All India ITI , promoters and Principals of private Industrial Training Institutes (ITIs) from across the country staged a demonstration at Jantar Mantar, New Delhi on Monday. During the protest, various long-pending issues related to the private ITI sector were raised, with demands for immediate resolution from the Central Government.

The demonstration was led by the Federation of All India ITI (FOAII) and the All India ITI Managers State and National Organisation Coordination Committee. ITI operators from different states raised concerns about strengthening the skill development sector and addressing the administrative and policy challenges faced by private institutions.

Addressing the gathering, Dr. Purushottam Kumar Yadav, National General Secretary of FOAII, said, "Private ITI institutions are preparing the country's youth for employment through skill-based training, yet their numerous problems have remained unresolved for years. We demand that the Hon'ble High Court orders regarding Third Shift and NIMS be implemented, pending payments be released, and private institutions be given equal opportunities in skill development programmes."

FOAII National President Shailendra Acharya said, "The crowd gathered at Jantar Mantar today reflects the seriousness of the private ITI sector regarding its problems. The government must take decisions that strengthen skill education, incentivise private institutions, and expand employment opportunities for the youth."

The presence of Dr. B.S. Tomar ji,Chairman of Fedaration of All India Private ITI Association and Dr.Arun Kumar Nayak  ji ,President, SPITIA Odisha   motivated the gathering and the members present offered their sincere thanks for the support. 

National Convenor and Advisor Sushil Kumar Singh said, "Our demands are not limited to the interests of institutions alone — they are connected to making the country's skill development system more effective and transparent. Steps such as One Nation-One Portal, increase in seat capacity, and simplification of institutional processes will give the entire sector a new direction."

Alongside the demonstration, a four-member delegation of FOAII submitted memoranda to officials at the Prime Minister's Office (PMO), the Ministry of Skill Development and Entrepreneurship (MSDE), and the National Skill Development Corporation (NSDC), apprising them of the problems and demands of the private ITI sector. The memorandum prominently raised demands including restoration of the Third Shift, compliance with court orders in NIMS-related matters, release of pending payments under PMKVY, increase in seat capacity, re-affiliation of de-affiliated units, implementation of One Nation-One Portal, linkage with Skill Hubs, and equal participation of private ITIs in government schemes. The delegation stated that since private ITIs are making a significant contribution to the national skill development mission, time-bound resolution of their issues is essential.

Key Demands

- The Hon'ble High Court's order regarding the Third Shift must be implemented.

- The Hon'ble High Court's orders in the NIMS matter must be enforced.

- Seats per unit must be increased from 20 to 30.

- Marksheets and certificates of trainees must be issued through institutional logins.

- ITI institutions must be linked with Skill Hubs, and benefits of PMKVY 5.0 must be extended to private ITIs.

- All pending payments to Training Partners must be released immediately.

- All show-cause notices issued to Training Centres (TCs) and Training Partners (TPs) must be withdrawn.

- Units de-affiliated over the past five years due to lack of admissions must be re-affiliated and given fresh admission opportunities.

- A 'One Nation, One Portal' system must be implemented across the country.

- Permanent passes must be issued to all managers to present their grievances before officials at Kaushal Bhavan.

- Solar energy-based power supply must be promoted in training institutions.

- The COPA trade must be recognised on par with CCC or DOEACC 'O' Level in government jobs.

- Rules for institutional shifting must be simplified for experienced and long-standing private ITI operators.

- Private ITI institutions capable of conducting online examinations must be designated as examination centres.

- To encourage female enrolment, the mandatory requirement of High School Science and Mathematics must be removed, allowing girls who have passed High School in any subject to seek admission.

Concluding the demonstration, FOAII office-bearers stated that private ITI institutions are playing a vital role in the country's skill development mission, and the government must positively consider their suggestions and demands and take prompt action.
