Ministry of Education in association with AICTE organizes a National webinar on the theme of ‘Improving Ease of Doing Business, Reducing Compliance Burden'

New Delhi : The Ministry of Education (MOE), in association with the All India Council for Technical Education (AICTE), has organized a National webinar on the theme of 'Good Governance: Improving Ease of Doing Business, Reducing Compliance Burden', on October 01, 2021. 

The national webinar was inaugurated by Shri Jyotiraditya Scindia, Minister of Civil Aviation, Government of India. The keynote address of the inaugural ceremony was given by Shri Anand Deshpande, Founder, Chairman and Managing Director of Persistent Systems. 

The event was blessed with the presence of several eminent personalities which included Shri Shri Anand Deshpande, Founder, Chairman and Managing Director of Persistent Systems, Professor Anil D. Sahasrabudhe, Chairman, AICTE, Professor M.P. Poonia, Vice-Chairman, AICTE, and Professor Rajive Kumar, Member Secretary, AICTE. 

During the inaugural address, Shri Jyotiraditya Scindia congratulated the Ministry of Education and AICTE for organizing such a webinar that will benefit the country and all the stakeholders. 

"It has been proved that government alone could not transform or revolutionize the Nation. Private partnerships are also required in this era. And it demands an environment that is stable, reliable, and consistent. The government ranking has improved from 2015 to 2021in ease of doing business. Credit goes to Honorable Prime Minister Shri Narendra Modi for this change in mind set. The PM has given a mandate to everyone that we need to reduce the burden of compliance and should make it easy for stakeholders to work in the way should. To achieve this, the government has abolished 1,500 obsolete laws," said Scindia. 

The minister added that scrapping obsolete laws helped to reduce the transaction cost by $2 billion, and it not only saved money but also saved a lot of time and made life easy for businessmen. "By successfully reducing the burden of compliance, 298 services in DGCA have now been made online. The job of the government is to act as a facilitator, not merely as a regulator so that customers are able to derive impeccable services from stakeholders." concluded Scindia. 

AICTE Chairman Professor Anil Sahasrabudhe said, " Ease of doing business is not just confined to industries or financial institutions, but it is applicable in every aspect of the life of a citizen. It is all about improving the overall system. When it comes to higher education, there are major stakeholders and AICTE has been trying to make the process simplified so that the burden on stakeholders and institutions can be reduced. Students will be also benefited as we have been successful in reducing the compliance burden, thus conducting business with ease. It includes, disbursing scholarships on time, and all other benefits for students without delay. In line with the spirit of the Government of India, we have also re-engineered our systems of approval by adopting the principle of “Light but Tight” regulations. It will help institutions to obtain approvals, project grants & other interventions based on self-disclosure and every formality can now be completed by digital means.”

"The principle of Light but Tight regulatory system could bring revolutionary changes to the educational sector. Reducing the compliance burden is very much necessary and it will multiply the effect on the ease of doing business. The guidance of our Chairman, Prof Anil Sahasrabudhe is playing a crucial role in this effort. We aim to give technical education to everyone, and that is our ultimate goal," said Professor MP Poonia, Vice Chairman, AICTE. 

"I strongly believe that the New Education Policy 2020 has all the potential to transform education in our country. Student is now at the centre of the educational system as has been envisioned in the NEP and one must be ready to be a lifelong learner. There is a lot we can do by engaging the alumni in the whole ecosystem. I think the educational institutes can do much more than just providing students for recruitment. Industry can also provide R & D opportunities, share grants for projects, help with resource persons from industry and many others. AICTE is doing the process in a very transparent manner to improve the quality of technical education," said Shri Anand Deshpande, Founder, Chairman and Managing Director of Persistent Systems. 

AICTE Member Secretary, Professor Rajive Kumar thanked Shri Jyotiraditya Scindia ji for sparing his time and sharing the larger Government’s perspective on ‘Ease of Doing Business’. He said, “The government has recently taken several steps for simplifying, eliminating, and decriminalizing a number of regulations, which will benefit the business and stakeholders. AICTE strongly believes that this strategy should be applied in the field of technical education as well. Our Light but Tight principle is aimed to achieve this goal, and it will help to reduce the compliance burden in an effective manner." 

The technical session on the Ease of doing Business for Educational Governance was introduced by Dr. Ravindra Kumar Soni, Advisor-II, AICTE. Opening remarks on the topic was given by Dr Ashok Shettar, Vice Chancellor, KLE University. Other prominent speakers were Dr. Vimlesh Kumar Soni, MANIT Bhopal, Shri Bhimaraya Metri, Director IIM Nagpur, Prof. Vinay Kumar Pathak, VC CSJM University Kanpur.
