Uttarakhand Sanskrit University registrar Girish Kumar alleged of illicite money scam
New Delhi : A press conference was held at the Press Club of India in Delhi, where Advocate Puneet Kansal made several allegations regarding the appointment of Girish Kumar Awasthi as the Registrar of Uttarakhand Sanskrit University. He claimed that in addition to the illegal appointment, Registrar Girish Kumar Awasthi has also embezzled millions of rupees in revenue. He presented documentary evidence exposing the fraudulent activities of the Registrar of Uttarakhand Sanskrit University, Haridwar, in relation to the illegal appointment of the Registrar, as well as the embezzlement of millions of rupees.
According to these documents, allegations have been made against former officials of the Uttarakhand Public Service Commission, Haridwar, stating that they violated the rules mentioned in advertisement number 1/Advertisement/Service 02/14-15 dated July 12, 2014, and appointed the ineligible Girish Kumar Awasthi to the position of Registrar at Uttarakhand Sanskrit University in Haridwar. The complainants had filed several complaints regarding this matter, but the departmental level suppressed the complaints.
Advocate Puneet Kansal explained that the accused Girish Kumar Awasthi submitted an application for the position of Registrar, hiding the truth and using false documents to steal revenue. He pointed out that Girish Kumar Awasthi, as mentioned in Advertisement Point 1K, fails to fulfill the requirement of having 15 years of experience working at the salary scale of 6600-10500. Kansal stated that according to the court order dated July 15, 2010, the appointment of Girish Kumar Awasthi as Registrar at the GB Pant Engineering College, Ghurdauri Pauri, was found to be illegal, and he was demoted to the position of Assistant Registrar. An investigation was initiated at the level of the Commissioner, and the charges were proven. Subsequently, he was removed from the position of Registrar on September 5, 2010.
Pointing out the details mentioned in the application, Kansal highlighted that in Point 5G, the question asks whether the candidate has been dismissed or retired from a government service. The answer given in response to this question is not hand-written in the correct manner, which is misleading. Kansal further stated that in Point 16 of the application, it is mentioned that the candidate has experience equivalent to the desired position. However, Awasthi was given the responsibility of Registrar in 2005, promoting him from the position of Assistant Registrar. Then, in 2010, as per the High Court's order, Awasthi was demoted to the position of Assistant Registrar and relieved of his duties as Registrar. These documentary pieces of evidence clearly demonstrate irregularities in his appointment process.
Advocate Puneet Kansal expressed his disappointment at the fact that despite using fraudulent means to secure his position, the Uttarakhand Sanskrit University, the Uttarakhand Sanskrit Education Board, and the higher officials of the Uttarakhand Public Service Commission and Education department have shielded him from accountability. He urged the authorities to conduct a fair investigation into the matter and take appropriate action against those involved in the illegal appointment and embezzlement of funds.
