Assembly panel moves HC seeking recalling of order on video recording

New Delhi : The Delhi Assembly's Privileges Committee on Tuesday requested the Delhi High Court to recall its direction to the panel to video-record the proceedings against state Chief Secretary Anshu Prakash.

The committee counsel K.V. Viswanathan told Justice Vibhu Bakhru that its order directing video-recording of the proceedings was beyond the powers of the court.

He told the court that providing verbatim record of the video would be in violation of the doctrine of separation of powers.

The court said that the order was passed after agreement with the the counsel, who appeared for the committee that day.

The court noted that earlier the committee had sought the court's direction on the appearance of the state's Chief Secretary before it. Prakash's counsel Vivek Chib opposed the committee's plea. The court listed the matter for further hearing on September 18.

The panel's application was filed in a pending petition of Prakash who had moved the court challenging the committee notice directing him to appear before it for skipping a meeting on February 20, a day after he was allegedly assaulted by Aam Aadmi Party (AAP) MLAs.
