New Delhi : Global Peace Initiative founder and International Peace Maker Dr. K.A. Paul has raised concerns over a possible public-health threat following the death of 28-year-old Daria Shipilova, a laboratory technician at the Irkutsk Anti-Plague Research Institute in Siberia, Russia.

Shipilova died in Shelekhov on October 2 after developing severe pneumonia. Russian health authorities have not confirmed that plague caused her death and have described the case as pneumonia of unknown origin. However, reports have linked her illness to an alleged laboratory incident involving a test tube containing the bacterium that causes plague. Russian authorities have disputed reports of a laboratory accident and said no microorganisms linked to her professional work were found in her body.

Nearly 200 people who may have come into contact with Shipilova have been placed under medical observation as authorities carry out preventive measures. According to the latest reports, those under observation have not shown symptoms and tests reported so far have been negative. Russian authorities have also described the epidemiological situation in the Irkutsk region as stable.

Against this backdrop, Dr. Paul has called for an independent investigation into Shipilova’s death and the circumstances surrounding the reported laboratory exposure. He questioned why the alleged September 25 laboratory incident and the subsequent health concerns became widely known only after her condition deteriorated.

“The world cannot afford another COVID-like crisis caused by delays, lack of transparency or failure to act early. We must know exactly what happened in this case and ensure that every necessary precaution is taken,” Dr. Paul said.

Dr. Paul also drew a comparison with the early stages of the COVID-19 pandemic, saying that governments and international institutions must learn from the experience of the past pandemic and respond to emerging health threats with transparency, scientific scrutiny and international cooperation.

His concerns come as international attention grows around the situation in Russia. The White House is reportedly monitoring developments following reports surrounding Shipilova’s death, while Russian authorities continue to maintain that the regional health situation is stable.

Dr. Paul also referred to his earlier criticism of the international response to COVID-19 and his calls for accountability over the origins and handling of the pandemic. He said the international community should not wait for a confirmed wider outbreak before strengthening surveillance, investigation and preparedness.

He further connected the issue to his broader international peace efforts, including his engagement with Iranian and American leadership over the ongoing Iran conflict. Dr. Paul said that the conflict has consequences beyond the battlefield, including pressure on energy markets and wider economic uncertainty, and called for continued diplomatic efforts to prevent further escalation.

Dr. Paul urged governments, public-health authorities, scientists and international institutions to work together on emerging health threats as well as geopolitical crises.
